ANGELS OF CULTURAL POLICY: "FEW HAVE LEARNED TO WATCH INTO A REDHOT FURNACE" (LITTLE-STUDIED APPROACHES TO THE ETHNOCULTURAL DIVERSITY OF RUSSIA)

This article is devoted to a new approach to the analysis of the specifics of cultural policy in the first post-revolutionary years. For the first time, the main attention is paid to the coverage of figures (prominent figures of multinational culture) who took part in the formation of this policy. They deserve a lot of attention, but they remain in the shadow of party leaders. The tasks of the governing bodies formulated in party programs, state decrees and declarations, and the mechanism of interaction of the structures themselves, their powers with the luminaries of culture are poorly understood. Fluctuations in the correctness of decisions, rejection of a seemingly satisfactory approach, a combination of education, talent (creative, political, administrative and managerial, other), political preferences create a special, poorly understood atmosphere in which the ideas of ethno-cultural practices were tested. The Bolsheviks were modernizers, tough and uncompromising, who did not consider the means and sacrifices for the success of "socialist modernization". The mechanism of interaction between two People's commissariats – the People's Commissariat and the People's Commissariat for Education has created complex managerial collisions in cultural policy in real time for writers, poets, theater and other cultural figures. They cannot be separated from the general tasks that the RCP (b) solved. It is necessary to state the need for special studies in which the topic of cultural policy would receive comprehensive coverage in political and cultural representations and their forms of implementation
